Actually, it is one of my beefs though with downloads. Frequently the rate is low enough for it to be distinguishable, especially on hi-end equipment.

I've just downloaded 3 or 4 files to test and I can't replicate the problem.

Where are you from? Did you try to ping and trace route maxdev.com? Probably there is a connection problem between your country and maxdev server.
Under linux you can try mtr, and under windows you can try winmtr, if you see long ping time or packet loss it is a connection problem.
